China's water-saving industry is beginning to take shape
Q: What is the current situation of China's water-saving industry?
Compared with 2012, the water consumption per 10000 yuan of GDP and per 10000 yuan of industrial added value in 2022 decreased by 46.5% and 60.4%, respectively.
At present, China's water-saving industry has begun to take shape, covering areas such as agricultural water-saving irrigation, industrial wastewater treatment, domestic water-saving equipment, pipeline leakage control, sewage recycling, seawater desalination, smart water-saving, etc., and has basically formed a complete industrial chain from research and development design, product equipment manufacturing to engineering construction, service management. Among them, water-saving service management extends to multiple directions such as water-saving operation, technology, information, finance, etc.
One is to strengthen the drive for technological innovation, actively promote water-saving technology innovation and technology promotion in areas such as urban water-saving and loss reduction, industrial water-saving transformation, and agricultural water-saving irrigation, vigorously support the research and development of water-saving products, technologies, and equipment, select and release 160 national mature and applicable water-saving technologies, and publish 219 national encouraged industrial water-saving processes, technologies, and equipment, covering 14 major water use industries.
The second is to adhere to the principle of "dual efforts", establish and improve the water rights trading system, cultivate and develop the water rights trading market, and continue to promote reforms in key areas such as water supply prices for water conservancy projects and comprehensive agricultural water prices, which will force the improvement of water-saving efficiency.
The third is to promote innovation in water-saving mechanisms, implement a water efficiency labeling system, incorporate water-saving certification into a unified green product certification labeling system, and implement actions led by water efficiency leaders. A total of 271 water efficiency leaders were selected and released from 2019 to 2022. Vigorously promoting contract water-saving management, since the 13th Five Year Plan, 559 contract water-saving management projects have been implemented nationwide, attracting social capital of 8.46 billion yuan and saving approximately 348 million cubic meters of water.

Q: How to promote innovative development of water-saving industry?
Answer: The Ministry of Water Resources will adhere to the principle of prioritizing water conservation, coordinate the efforts of the government and market mechanisms, comprehensively promote innovation in concepts, systems, technologies, and models, improve the water conservation policy and standard system, build a water conservation market regulation mechanism and technical support system, and promote the high-quality development of the water conservation industry.
One is conceptual innovation. Deepen the understanding of economic laws, natural laws, and ecological laws, firmly establish the concept of prioritizing water conservation, focus on water conservation in agriculture, industry, and urban areas, coordinate water use in production, life, and ecology, explore intelligent, deep, and precise water conservation paths, and expand new ideas and fields for the development of the water-saving industry.
The second is institutional innovation. Strengthen rigid constraints on water resources, improve systems such as water quota, planned water use, and water-saving evaluation, improve water-saving incentive mechanisms, promote the introduction of water-saving support policies such as finance, taxation, and financial credit, and guide financial and social capital to actively invest in the water-saving industry.
The third is technological innovation. Promote the construction of a water-saving technology innovation system that combines industry, academia, research and application, strengthen the research and development of key water-saving technologies and major equipment, enhance the deep integration of new generation information technology and water-saving technologies, management and products, increase the promotion of advanced and applicable water-saving technologies, processes and equipment, promote the implementation of major water-saving technology and equipment industrialization projects, and cultivate a group of water-saving backbone enterprises with high independent innovation level and strong driving ability.
The fourth is model innovation. We will vigorously promote contract water-saving management in public institutions, public buildings, high water consuming industries, high water consuming service industries, agricultural irrigation, and water supply network leakage control. We will promote financial service models such as "water-saving loans" to support the development of water-saving industries, and inject new momentum into the development of water-saving industries through diversified model innovation.
